LOCATION: The incumbent may be assigned to work at the Embassy or one of the Embassy’s off-compound facilities in Beijing.
The U.S. Embassy in Beijing is seeking an individual for the position of Cultural Affairs Assistant with the Public Affairs Section.
BASIC FUNCTION OF POSITION
The Cultural Affairs Assistant under the general direction of the Regional English Language Officer (RELO) is expected to independently develop and implement projects designed to promote and improve the teaching of English, in support of Post’s Integrated Country Strategy (ICS) goals and initiatives. The Cultural Affairs Assistant provides administrative backup for said program and shares responsibility for administering and managing the RELO Center and programming activities there.
The Cultural Affairs Assistant identifies possible sites for RELO programs, assists those sites with the application process, designs, implements, and maintains RELO websites and social media sites. The Cultural Affairs Assistant also provides any necessary administrative support to the RELO such as, but not limited to, assisting with general correspondence, cables, email, data collection, contact database updates, record keeping and the RELO web site.

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item. Applicants who fail to do so, or who do not meet the position’s required qualifications, will not be considered for this position.
· Bachelor’s degree in Teaching English as a Foreign Language (TEFL) or a related field such as Applied Linguistics or Linguistics is required.
· A minimum of four years teaching experience at the secondary or university level, including a minimum of one year experience in teacher training, including organizing and presenting workshops is required. The incumbent must have demonstrated experience in organizing teacher professional development programs at local, regional and national levels and must have demonstrated experience in one or more specific areas of TEFL such as English for Specific Purposes (e.g., Business English, Legal English), content-based instruction, curriculum development, testing and assessment, and materials development or adaptation.
· Level IV (Fluent) speaking/reading/writing in English is required. Language will be tested. Level IV (Fluent) speaking/reading/writing in Chinese is required.
· Must have a broad knowledge of the field of Teaching English as a Foreign Language, including state-of-the-art techniques and methodology and must have a broad knowledge of education in China at all levels, especially language education in both the public and private sectors. Must be computer literate and have a working knowledge of using the Internet and a good general knowledge about U.S. society, culture, and the U.S. education system. The knowledge of a specific area or more in TEFL such as English for Specific Purposes and Content-based instruction using such fields as civic education or environmental education is also required.
Abilities and skills:
· Must be able to develop and manage a project budget, be able to type in English (25 words per minute) and Chinese, be able to use Microsoft Office Suite at the advanced level, be able to use e-mail and use the Internet to research relevant information.
· Must have translation skills between Chinese and English for American Specialists and visitors, must be able to travel throughout China and in the region for professional programming, and must be able to organize, run and present in professional development programs such as workshops, seminars, digital-video conferences, panel discussions and lectures
When equally qualified, U.S. Citizen Eligible Family Members (US EFMs) and U.S. Veterans who are legally residing in country will be given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
· All completed applications received by the closing date will be reviewed by HR to determine which applicants meet the advertised position’s required qualifications. When appropriate, the HR Office will administer necessary language and/or skills testing to confirm an applicant’s qualifications. Applicants who are unavailable for testing will not be considered.
· Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
· Current LE Staff employees are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.
· Current Ordinarily Resident (OR) employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
· Current U.S. Citizen EFM employees who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
· Current Not Ordinarily Resident (NOR) employees hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
· Ordinarily Resident applicants or applicants without a U.S. social security number will be paid according to the Local Compensation Plan in local currency (RMB). There are no exceptions to this regulation.

· Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:
1. Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
2. Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:
· Is a U.S. citizen; and
· Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and
· Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and
· Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.
· Does not receive a Foreign Service or Civil Service annuity
Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
· Not an EFM; and,
· Not on the travel orders of the sponsoring employee; and,
· Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen.
Not Ordinarily Resident (NOR) – An individual who:
· Is not a citizen of the host country; and,
· Does not ordinarily reside (OR, see below) in the host country; and,
· Is not subject to host country employment and tax laws; and,
· Has a U.S. Social Security Number (SSN).
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:
· Is locally resident; and,
· Has legal, permanent resident status within the host country; and,
· Has the required work permits for employment in country; and,
· Is subject to host country employment and tax laws.
EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
